jammy-yoga charm errors after recieving certs from vault

I'm seeing two different issues causing ceph-dashboard to error on jammy after vault has been unsealed

One one unit (ceph-mon/2) the dashboard is trying to run "ceph mgr module enable dashobard" and is getting back and error that `2022-08-31 17:56:16 WARNING unit.ceph-dashboard/0.dashboard-relation-changed logger.go:60 Error ENOENT: module 'dashboard' reports that it cannot run on the active manager daemon: invalid version number '8.5.2+ds1' (pass --force to force enablement)`

on the other two units (ceph-mon/1 and ceph-mon/0) i get a big string of exit code 22's running different ceph dashboard commands, for example "ceph dashboard debug disable." when run manually, the command reports that "no valid command found" and has an exit code of 22.
