Evergreen 3.9
The three library setting associated with the course reserves module are all currently in the group Circulation but none of the settings are to do with circulation.
"Bib source for brief records created in the course materials module" should be in the Cataloging group as the setting is to do with bib record sources.
"Opt Org Unit into the Course Materials Module" and "Allow users to browse Courses by Instructor" should both be in the OPAC group as these settings are how you enable course reserves in the OPAC.

I wonder if it would make sense to create a different settings group for Course Materials?
