Should not be able to create charm recipe for private repo through web UI

Bug Description

For a private repository, it should not be possible to create a charm recipe through the web UI because of "CharmRecipePrivacyMismatch: Charm recipe contains private information and cannot be public.". But currently, one is allow to do so, and will failed with something like this
