Bug Description

Pagerduty rejects events sent by the python script for servers down with error:

/var/log/syslog.8.gz:Aug 11 20:48:11 nagios-2 pagerduty_nagios.py[WARNING][25608] Nagios event in file /var/lib/nagios3/pagerduty/pd_1660250891_25608.txt REJECTED by the PagerDuty server. Server says: The following fields must be present when pd_nagios_object = host: HOSTNAME, HOSTSTATE

This is currently affecting nagios master branch and the one published on edge in charm-hub
