I have the inverse problem:
Using Ubuntu 22.04.1 jammy and can't install libheif1 because it requires libdav1d6.
I downloaded the package from the website: "libheif-dev (1.12.0-2build1) [universe]" and installing the .deb manually works.
Even though
apt list --upgradable
shows: libheif1/jammy 1.13.0-1~22.04.sav0 amd64 [upgradable from: 1.12.0-2build1]

So as far as I understand "apt install libheif1" wanted to install version 1.13 but that depends onlibdav1d6 which is not in the jammy repo.

Currently 1.12 is deployed to jammy and 1.13 is deployed to kinetic.

I have validated that both are installable on respective versions.
