juju magnum unit are still listening to the magnum API port even in the Maintenance state

Putting magnum API charm deployed and put into maintenance mode and observing juju magnum unit are still listening to the magnum API port even in the Maintenance state.

Magnum Api connection still listening when the units are in Maintenance state , It will create a problem when any one of the units get failed and it will have connection interruption.
