oslo.policy setting is required by nova-compute

There are some features in nova-compute which validate policy rules.
For example when connecting an instance to an external network, nova-compute checks `network:attach_external_network`` to determine whether the operation is permitted.

Currently the nova::policy class is included by the api classes only but we should make the nova::compute class to include it, to enable oslo.policy settings consistently.

    Configure oslo.policy options and policy rules in nova-compute

    There are some features in nova-compute which validate policy rules.
    For example when connecting an instance to an external network,
    nova-compute checks ``network:attach_external_network`` to determine
    whether the operation is permitted.

    This enables the configuration resources related policies in
    nova-compute, as is done for the nova-api service.
