Cannot retype volume of lvm to volume of fujitsu

Description
===========
The volume of lvm cannot be retyped to volume of fujitsu
since there are values in provider_location field for both
lvm and fujitsu volumes but fujitsu drivers cannot evaluate
provider_location value of volume of lvm.

Steps to reproduce
==================
1. create a volume of lvm
2. retype that volume to fujitsu type by performing retype operation
with on-demand option for migration-policy argument.

Expected result
===============
Succeed in retyping.

Actual result
=============
Fail to retype and this volume still belongs to lvm type.
