4.4 kernels will fail to boot on AWS instance types m6a and c6a.
[Test case]
Boot kernels on those instance types.
[Fix]
Flushes TLB global mappings when system is not affected by Meltdown.
[Potential regression]
Missing TLB flushes may lead to security vulnerabilities. Unneeded TLB flushes lead to performance impact.
