Bug Description

The sysstat plugin can only be updated through extra_plugins for now.
We should support it as a juju config, and in doing so ensure that the 'sysstat' package is installed (otherwise telegraf won't start):
2022-07-12T02:20:24Z E! [telegraf] Error running agent: could not initialize input inputs.sysstat: looking up "sadf" failed: exec: "sadf": executable file not found in $PATH

Soon or later, the monitoring system will migrate to COS. Telegraf will be replaced by grafana-agent. Therefore, we won't follow up this new feature request
