juju status shows misleading information about who's the leader

Since the 21.03 release there is a new feature where the leadership is moved before doing a db compaction, for environments where there is a large turnover of ports/vms this could happen fairly often, this produces that each unit running update-status will expose a different state in its workload message leading to confusion.
