Angular shelving location selector broken in several interfaces

In the Course Materials tab within a course on the Associate Item tab the Shelving Location drop down menu doesn't drop down when you click on the field or the arrows on the right. If you type a letter that occurs in one of the locations the list still doesn't appear. As soon as you click out of the field any text you did add disappears. There doesn't appear to currently be anyway through this interface to temporarily change the shelving location for an item associated with a course.

The Circulation Modifier and Item Status drop downs work as expected.

I thought maybe this was due to the sheer number of shelving locations (100s) in our consortium but I'm seeing the same issue on EOLI's public 3.9 demo server which uses concerto data and only has 54 shelving locations.
