Swift reconfigure task does not update Keystone information

Swift reconfigure action (https://opendev.org/openstack/kolla-ansible/src/branch/master/ansible/roles/swift/tasks/reconfigure.yml) does not update the Keystone information if they have been updated, such as endpoints, user and password.

If such information has been updated in the Ansible inventory, the `reconfigure` action does not update them on the target.

The `reconfigure` task should include `register.yml` to perform the update.
