Tapping on the current app's icon in the dock (via touchscreen) doesn't show the current windows (while clicking it does)

Bug Description
# Expected Behavior
Tapping on an app's icon in the dock behaves just like clicking it. As in, clicking the current app shows the open windows in a context menu, and clicking any other app's icon, makes the app current.
# Actual Behavior
CLicking an app's icon just makes it current, and clicking the current app's icon does nothing (unless it's a long-press, then it does what you expect.)

I attached a screenshot of the context menu that comes up when clicking the current app's dock icon. This menu doesn't come up when tapping.
