Old, unattended and incomplete bug does not expire

Bug #680614 is old, unattended and incomplete according to the criteria in https://help.launchpad.net/Bugs/Expiry, and its last update was in 2014, but the bug task in Ubuntu has not expired. It also affects another project, but the status in that project is Invalid.

In https://help.launchpad.net/Bugs/Expiry you can read

> Only projects and distributions that use Launchpad as their bug tracker and that have not disabled bug expiry are part of the bug expiration process.

When I have a look at the list of bugs at https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-video-ati there are quite some more bugs which did not expire.

While I do not have permissions to check the project's setting, it seem very plausible that the project's setting does not enforce expiry of stale bug reports.

I believe this bug is valid because Ubuntu has enabled bug expiry, no other project or distribution has marked bug 680614 as confirmed and that bug met all other criteria for expiry.

Please explain why this bug is invalid.

Thanks, I think you have a valid argument about the Ubuntu project.

When having a look at the current documentation, which was updated 9 years ago, and both at the docstring of the method and the implementation at https://git.launchpad.net/launchpad/tree/lib/lp/bugs/model/bugtask.py#n1731 one immediately notices that they differ.
