libudev-dev version 249.11-0ubuntu3.1 is missing in the repository

Bug Description

The mentioned version is missing, hence preventing an installation of the -dev package into an up-to-date system.

If I would force version 249.11-0ubuntu3.3 of libudev1 and libudev-dev, it would remove essential parts of my system.

~$ sudo apt install libudev-dev

I am trying to build FFMPEG from source.

I get the following error:

I am trying to install libudev-dev to compile logiops, but my up to date system has libudev1 (249.11-0ubuntu3.7). Error below.
