Please include the output of $ sudo report-hw and xorg.conf to your case. As written before we will build better support for sub notebooks into Ubuntu 8.10 and we appreciate your bug report as valuable input for the planning of the Intrepid Ibex release of Ubuntu.

Will
$ xrandr --auto
do the right thing for you when an external monitor is connected?

#xrandr --auto; got the displays in both the External CRT and LCD. But this will be happen with function keys(Fn+F3) also.

The actual issues is that:
1. "Toggle(using funtionkey) is able to switch and start the display in External monitor (ie. CRT + LCD) but it fails to move to any other mode (ie. Only CRT, only LCD)"
2. When the display is started in the external CRT we can find that some portion (below) of the LCD cut’s off. (Refer Attached picture which shows that some bottom part of the screen is cut off when the display is started in external display.

Have you tried the --snum parameter of xrandr to control individual
screens?

On your second problem, this is most likely caused by 4:3 on one display vs 16:9 on the other.
