UI stuck at the initial configuration page

Bug Description
After a fresh maas installation and logging in the first time with the first admin, the UI is stuck on the configuration page (showing "Welcome to MAAS" and "Configuration sections".
Pressing "Save and continue" just shows the same page again.
Also the page periodically refreshes on its own (and you lose in-progress changes if it does).
Looking at the network traffic, I see when Save is pressed the `http_proxy` config is sent (although empty), and periodically all the setting are requested again and the page is refreshed.
Pressing skip allows the setup to continue.
