Bug Description

1) 22.10
2) gnupg-utils 2.2.27-3ubuntu2
3) /etc/skel/.gnupg should exist
4) It does not exist on new installations, thus the script fails

It should be shipped and installed in /etc/skel, or the `addgnupghome` script should be removed.
