The CinderPowerFlexServerApiVersion parameter defined in ./deployment/cinder/cinder-backend-dellemc-powerflex-puppet.yaml is not used and has no effect.

It should be used to set the cinder::backend::dellemc_powerflex parameter.

    Fix Cinder Dell EMC Powerflex backend template

    The 'CinderPowerFlexServerApiVersion' parameter defined in
    cinder-backend-dellemc-powerflex-puppet.yaml is not used.

    Puppet hiera parameter powerflex_server_api_version is incorrectly
    assigned.
