Internal monitor doesn't wake up if there is external monitor

Bug Description

Sometime when unlocking the session and there is external monitor connected, the internal monitor doesn't turn on, only the external one.
Unplugging the external monitor solves the issue.

Daniel, the other bug is about single monitor, but here I'm talking about multiple monitors.

Number of monitors is not really relevant. What is relevant is that you have a GPU (Intel) using atomic KMS and reporting:
