I had the same issue, persisted even after a restart of the machine. Failure happened both when running "snap refresh" and when trying to update via the "Ubuntu Software" app.

Killing the listed pid and then running snap refresh worked.

Software app is showing update for snap but complains about Software app being open/running.
Closed Software app and tried every which way to update from Terminal. In fact, Terminal shows snap store updated. Tried killing and refreshing but the Software app continues to show update available

Found the solution here: https://superuser.com/a/1724268

Kill user process "snap-store", then run "sudo snap refresh snap-store".

Hello,

More and more people are affected by this issue on forum.ubuntu-fr.org. All snap applications must be closed to be upgraded.
The best being Ubuntu Software which tries to upgrade itself.
The solution is to cleanly close the applications to be upgraded.
For Ubuntu software, run "snap-store --quit" then "snap refresh".

reboot then sudo snap refresh works as the snap store has not started yet. I may try a cron job at boot but at least it a easy fix for me
