Bug Description
When testing Redfish detection, I got the following error:
ERROR: Unable to add BMC user!
INFO: Loading IPMI kernel modules...
INFO: Checking for HP Moonshot...
INFO: Checking for Redfish...
INFO: Configuring IPMI BMC user "maas"...
INFO: IPMI user number - None
INFO: IPMI user privilege level - Administrator
There are empty user slots in the BMC, as well an existing 'maas' user. It seems like the _bmc_config dict is never populated for Redfish.
