All downloads (exports) in Rosetta result in "System Error"

Bug Description

Export page fails because there is no test for potemplate-export.pt, so the absence of a page title isn't caught by the tests.

I tried these URL and they failed:

The error is that
"No page title in canonical.launchpad.pagetitles for potemplate_export", so the page title needs adding, and a page test needs writing for this page.
