Add Maintenance Message to Angular Staff Catalog

Bug Description

Evergreen 3.7+

There does not appear to be a convenient way to add a maintenance message to the Angular staff catalog as there is in the Bootstrap and Template Toolkit catalogs. Such a message would be a handy way to communicate upcoming downtime or other important information to staff who may not get nor read emails.

It would be useful if such a message could appear on the staff client splah page as well.

Agreed.

Musing regarding the desire to have the maintenance message on the staff client portal page. The new customizable staff portal page would allow manually inserting maintenance messages, but because of the way that it handles per-OU customization (basically: nothing cascades; if you've customized it for a branch, no portal entries from higher up the OU hierarchy will be used). Consequently, maintenance messages should probably be independent of the customization mechanism.

Another thing that may be good while we're listing wishes is to just move the whole mechanism to an OUS so it's not required to edit a template just to change a string. (I wouldn't mind more things in config.tt2 being pulled out that way but that's for another bug or several. :) )
