add intel_powerstat plugin in sudo

Bug Description
There is a requirement from a user that "intel_powerstat" telegraf plugin is to be enabled using telegraf charm. and that requires sudo access to run.
We can see for the latest telegraf charm (revision 49), it supports options for enabling a few plugins like ipmi, intel_rdt, iptables plugin.. by installing locked-down sudoers file.
By any chance the a similar option can be enabled for intel_powerstat plugin too.
