Bug Description
If you open a new canvas, then rotate it (ctrl-H) then undo, you'll not be able to draw below a certain point.
Rotating again clears this effect and you can draw again normally.

Confirmed, it looks like the selection doesn't get rotated back after undoing, so a workaround is to do a Select All or otherwise modify the selection.
