Please sync xfonts-wqy 0.9.9-3 from Debian unstable main to hardy main

Bug Description

Binary package hint: xfonts-wqy

This is a sync request for new Debian version (the same upstream version), so I assume it doesn't break Feature Freeze and needs no exception requests. If that's not the case, let me know.

Source package name: xfonts-wqy
Version to sync: 0.9.9-3
Place to sync from: Debian unstable main

I did the previous 0.9.9-2ubuntu1 merge, the only change in 0.9.9-2ubuntu1 (compared with 0.9.9-2) is:
    - fixing the conffile handling so that package upgrading won't delete modified conffile (Debian bug 457423)
    - included in 0.9.9-3 version of Debian package
    - therefore can be dropped, so overriding Ubuntu change is OK

The other new changes in 0.9.9-3 are:
    - patching the fontconfig configuration so that this font won't have high priorities in many locales (Debian bug 456376)
    - removing unused font alias file
    - reverting correct, but unnecessary (in the new Debian maintainer's opinion) documentation changes
    - adding watch file
The first change is the main reason for this sync request. Without this fix, this font will become the default UI font for many users once it's installed, which is probably an unpleasant surprise.

The debian/changelog entry for 0.9.9-3 is included below for reference:

I just noticed that xfonts-wqy was recently promoted from universe to main. I am just an MOTU, not a core developer, and I'm not sure I can request a sync for a main package. Anyway, if anything else needs to be done, let me know.
