Bug Description

2.9.29

This happened in only one out of 20+ test runs, using exactly the same code every time

$ juju add-k8s microk8s_cloud --controller foundations-maas
ERROR making juju admin credentials in cluster: Operation cannot be fulfilled on serviceaccounts "juju-credential-81151198": the object has been modified; please apply your changes to the latest version and try again

Looking at the code in EnsureSecretForServiceAccount it looks like this is very much possible, should be a quick fix to change to a patch operation.
