Bug Description

Upstream: tbd
Debian: 0.11.0-1
Ubuntu: 0.10.0-1ubuntu2

Debian does new releases regularly, so it's likely there will be newer versions available before FF that we can pick up if this merge is done later in the cycle.

TL;DR: this is good and ready for a sync

Many great changes in 0.11.0-1 in general - like enabling autopkgtests \o/

# Dependencies

Binary Packages of this source are:
- amqp-tools - universe
- librabbitmq-dev - main
- librabbitmq4 - main

=> No new non-main dependencies to those in main.

# Delta

Old Delta:
- ssl-remove-reference-to-FIPS_set_mode.patch - in upstream 0.11.0
- server_flag_deprecation.patch - in upstream 0.11.0

# Testing

Test build: https://launchpad.net/~paelzer/+archive/ubuntu/kinetic-librabbitmq

Test autopkgtests - working fine

Can't be pre-tested on LP infra as it is a new test added just in this upload.
