Bug Description

Passed on:

Not failing with 4.15.0-1093.102 / 4.15.0-
Test failed with:
hwclock: Cannot access the Hardware Clock via any known method.
This is a new node added in this cycle, so this is not a regression.
Looks like a kernel support issue to me.

I grabbed an ARM64 bare-metal system in our pool and run the hwclock test on it. It can pass with the generic Bionic HWE kernel 5.4.0-109-generic #123~18.04.1-Ubuntu without any problem.
