Newer versions of etcd fix memory leak issues which occur in many deployed environment.

etcd-3.4.22 was released in the 3.4 track with ck8s 1.26+ck1 earlier this year. It will be promoted to latest/stable with the ck8s 1.27 GA (due Apr 18).
