Bug Description

I'm using Ubuntu 22.04 LTS

apt-cache policy libmono-2.0-dev returns this =>

libmono-2.0-dev:
  Installed: 6.8.0.105+dfsg-3.2
  Candidate: 6.8.0.105+dfsg-3.2
  Version table:
 *** 6.8.0.105+dfsg-3.2 500
        500 http://tr.archive.ubuntu.com/ubuntu jammy/universe amd64 Packages

when i try to remove this package it says

dpkg: error processing package libmono-2.0-dev (--remove):
 package is in a very bad inconsistent state; you should
 reinstall it before attempting a removal
dpkg: too many errors, stopping
Errors were encountered while processing:
 libmono-2.0-dev
Processing was halted because there were too many errors.
E: Sub-process /usr/bin/dpkg returned an error code (1)

i can't reinstall or remove this package now
