It looks like this is caused by the version of python3-apt you have installed, which is python3-apt 2.2.1pop0~1628521831~21.10~5dbe6cf according to ./var/lib/apt-clone/installed.pkgs from VarLogDistupgradeAptclonesystemstate.tar.gz. This version of the package is from apt.pop-os.org, not the Ubuntu archive.

Please try using the tool ppa-purge to remove the PPA packages, and try the upgrade again.

I came to the same conclusion as well when 22.04 came out. I created an apt preference so that I'm using the apt from Ubuntu's repo, reinstalled from Ubuntu repo, and it worked.
