uc22 no serial console on rpi

Bug Description

The current uc22 beta image (2022-04-11) shows nothing on the serial console during boot, nor does it allow console-conf over serial console.

I've double checked with jammy, focal, and uc20 and my serial console is working fine with all of those images on this same device (an rpi3b+) but with uc22 I don't see any output at all.

Kernel version:
Linux ubuntu 5.15.0-1005-raspi #5-Ubuntu SMP PREEMPT Mon Apr 4 12:25:49 UTC 2022 armv7l armv7l armv7l GNU/Linux

One thing I did notice, is that I do not see a ttyS0 device, which appears to be what it's expecting to use for the serial console

enable_uart=1 disappeared from config.txt. Looks like snapd is junking it :-(

@Paul is this still happening for you? I think I saw some comment in mattermost saying this was not happening anymore. I know that at some point in time the pi gadget missed enable_uart=1 in config.txt, but this was fixed and hopefully already released to beta.
