Installation blocks apt due to automatic initialization

Bug Description
While I understand that it could be useful to automatically initialize the database upon installation, on a large system this will result in your "apt install" stalling for minutes/hours.
I had to kill the updatedb command from a separate terminal to be able to use apt again.
