linux-azure: Fixup Hyperv backport bugs

[Impact]
The initial release of arm64 support for Hyperv in the v5.4 was found to have an x86 bug related to IRQ mapping. There is a SAUCE patch to correct a boot failure.

[Test Case]

Boot an Azure instance with advanced networking enabled (mlx5_ib)

[Where things could go wrong]

There could be other interrupt allocation and mapping issues.

These patches are dependent on LP: #1961300

This bug is awaiting verification that the linux-azure-5.4/5.4.0-1077.80~18.04.1 kernel in -proposed solves the problem. Please test the kernel and update this bug with the results. If the problem is solved, change the tag 'verification-needed-bionic' to 'verification-done-bionic'. If the problem still exists, change the tag 'verification-needed-bionic' to 'verification-failed-bionic'.

If verification is not done by 5 working days from today, this fix will be dropped from the source code, and this bug will be closed.
