Bug Description
[Impact]
When creating ip6gre interfaces in network namespaces, device references are not held, preventing further network namespaces from being created.
[Test case]
sudo modprobe ip6_gre
unshare -Urn true
unshare -Urn true
The second unshare won't work and there will be "unregister_
[Potential regression]
ip6gre users can observe regressions.
