"Packages" missing from right-hand menu

When I log into Launchpad, the "actions" menu doesn't list "Packages" any more.

Matthew, while you're at this, could you make sure the "GPG Keys" line is not displayed in a team's home page? I don't know how it end up there, but I can see it on all team pages.
