Missing Czech localization

Bug Description

At least since Evergreen 3.5.1 through to 3.7.2 and eventually 3.8.0 Czech localization is missing from the production tarball.

It can be manually added using instructions from the following thread:

The Czech localization should ideally be included when building tarballs as Galen has already suggested in one of the messages from the aforementioned thread:

Czech localization is not added / compilled also in version 3.9.0 tarball.

Furthermore, in 3.9.0 it appears that following the aforementioned steps does not lead to successful inclusion of localization into the system as described in more detail in a separate bug: https://bugs.launchpad.net/evergreen/+bug/1982887.
