Bug Description

Evergreen 3.8:

The "Photo URL" field on the Patron Registration / Edit form always displays regardless of whether the library setting for it (ui.patron.edit.au.photo_url.show) is true or false.

It would be preferable that this field would only display when the setting is enabled.

The value of False also has no affect with the other two settings related to this field.

When "Require Photo URL field on patron registration" is set to False the field still displays when Required Fields are shown.

When "Suggest Photo URL field on patron registration" is set to False the field still displays when Suggested Fields are shown.

If you set "Require Photo URL field on patron registration" to True the field does become required with the yellow highlighting as it should.
