Window switcher only switches between current and previous window only

Bug Description
Testing out Ubuntu Kylin 22.04 daily builds, I am unable to properly swap between more than two (2) windows. The window switcher switches to the previous window in the stack, but you cannot select any other window, or even go back to the first window without activating window-switch again.
