$ sudo apt install vagrant
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
Some packages could not be installed. This may mean that you have

Thanks for reporting.

I was unable to reproduce this issue. Vagrant installed without issues on my Jammy system. Could you please run `sudo apt update`, apply any upgrades and try again? If the issue persists, please attach the output of `apt policy vagrant`

From what I read in bug 1964025 there seems to be some problems with getting the package to work, but it should be installable at least.
