Happens on stable/ussuri or older. Missing backports? https://review.rdoproject.org/r/c/openstack/validations-libs-distgit/+/39351

The backports needed for pipeline unblocking were merged, and the recent build results indicate that the problems were resolved.

However I'm not certain why the stable/train no longer demonstrates this behavior, and there are further differences between successful and failing build logs that can't be accounted for as results of merged patches.

Specifically, the validations-libs repository is no longer checked out, and it's code tested, thus averting the cause of failing jobs described in the bug.
