[FFe] snapd-desktop-integration installed by default on Ubuntu Desktop

Bug Description

The desktop team would like to install the snapd-desktop-integration snap by default for the incoming LTS

The project is under the snapcore umbrella on github but most of the work has been done by desktop members

We got a pre-FFe review from the security team on https://github.com/snapcore/snapd-desktop-integration/issues/6 with a +1

The component is needed to provide better themes integration out of the box with prompting to install theme snaps to match the theme used by the session

The request is to include the snap in the desktop-minimal seed and to include corresponding changes to the release upgrader to ensure the snap is installed on upgrades

Ubuntu Budgie will also need to update our seeds with this new snap, the firefox snap and our two snap themes. Should we raise a separate FFe or can we ride on the back of the FFe?

I think having this for 22.04 is important, especially that snaps are a core component of our desktop experience nowadays. Did all the integration bits land in snapd already? I see that the README file of snapd-desktop-integration mentions some experimental flags needing switching. I assume now it's all much easier and streamlined?

Anyway, I approve of this FFe - the earlier the better. And I fossfreedom I think we can just use this FFe for your parts as well!

Hi Seb

  the last time I talked to kenvandine (last week) he recommended that the new snap should only be seeded once snapd v2.55 is released.

Has this advice now changed?

Ken said that the feature wouldn't work exactly as designed until the new snapd is out but isn't broken. The new snapd version is also in beta now
