Description

Undercloud installation fails with "Destination directory /etc/cni/net.d does not exist", during "Update default network configuration if possible", in "/usr/share/ansible/roles/tripleo_podman/tasks/tripleo_podman_install.yml"

Same basic root cause and symptom as bug #1831238, but was reintroduced in a different module.

Appears to have been fixed in commit dee317e454f0c512de4f3919f7225c6408f536f4, but not backported to some affected versions.

Looks like it was only merged with wallaby. Ussuri and probably victoria are also affected.

Steps to reproduce
==================

Run openstack undercloud install

*apparently requires podman 3.3 or later

Expected result
===============

Install does not fail with "Destination directory /etc/cni/net.d does not exist".
