Undercloud installation fails with "Destination directory /etc/cni/net.d does not exist", during "Update default network configuration if possible", in "/usr/share/
Same basic root cause and symptom as bug #1831238, but was reintroduced in a different module.
Appears to have been fixed in commit dee317e454f0c51

Looks like it was only merged with wallaby. Ussuri and probably victoria are also affected.
Steps to reproduce
==================
Run openstack undercloud install
*apparently requires podman 3.3 or later
Expected result
===============
Install does not fail with "Destination directory /etc/cni/net.d does not exist".
