Item Table has Confusing Hover Display Text

When you hover over values in the item table the values are repeated in a pop up above. This is useful when the barcode, shelving location, circ modifier are cut off in the table as you can see the full value when you hover but it's confusing when the links appear in the pop up looking like you should be able to click them. The links display as part of the hover display text for the Call Number, Barcode, and Holdable columns.

Some discussion of this issue happened on bug 1964019, where disabling tooltips altogether on the Call Number, Barcode, and Holdable columns was proposed.

It would be great if the tooltips could be configured to show just the field values, but not the links. Call Number and Barcode data are frequently larger than the column width, and the hidden data, like the last 2 digits of a barcode, is often what staff most need to see.

Since text now wraps by default instead of showing tooltips, I'm going to close this as a duplicate of bug 1615781, but please re-open if we need to do more work on the tooltips.
