Other users have fixed by patching the kernel: https://askubuntu.com/questions/1370663/bluetooth-scan-doesnt-detect-any-device-on-ubuntu-21-10

Please add support for this device so that Users don't need to patch the kernel.

I have since purchased a different model bluetooth adaptor, which works correctly.
