[Perf] System S3 suspend/resume time is longer than required

Bug detailed description:

According to requirement, system S3 suspend/resume should be finished in 5s, but currently we need 7s for both suspend and resume.

Reproduce steps:
----------------
(1) pm-suspend --quirk-vbestate-restore
(2) Record the time from start to suspend to suspend finish
(3) push power button to resume
(4) Record the time from push power button to system resume back

Current result:
----------------
System needs 7s to suspend, and also needs 7s to resume.

Expected result:
----------------
System should suspend in 5s, so does resume.

In m10, s3 suspend time is 4 seconds longer than m9
