Bug Description
SCLP debug feature
Description:
It was sometimes hard to tell if sclp requests failed, and if so, which ones. For some requests errors are printed to the console, however this is naturally problematic for those requests which are used to drive the sclp console.
Therefore, we added two sclp debug features:
- one which logs relevant data for _all_ sclp requests
- one which logs only relevant data for failing sclp requests
This should make analysis of sclp related problems easier.

The SCLP debug feature (kernel part) went upstream into kernel 5.15 which Ubuntu 22.04 will be based on. Therefore, this item should 'automatically' land in 22.04.
@Peter: can you please provide the commit IDs for double-checking. Thanks
